For starters, it isn't Japanese like the commentary or the label on the chocolate cigarettes. It kinda looks more like the text of the Voynich Manuscript than any natural language. If it is actually writing inspired by the Voynich manuscript, then it's probably one of the least translatable things on this site, as IIRC definitively translating the Voynich manuscript remains an unsolved problem.
