I'm not sure if that's defensive smoke or more a signaling flare to help Search and Rescue vector in on their position. Since something zippy hauling ass over to recover the girl would be a big thing and even on good seas it's hard to find a human sized target But with a nice smoke flare or dye grenade it'd help a lot to get found since outside what the Roadcone team most shipgirls aren't wearing much high visibility orange.
