    It has to be a parody of some sort of ad (presumably Japanese), but you'd need someone who's actually been hit with ads like these to point out which one it was... (And from the Kirby dots and 60's era cartoon style, I have to presume it's an older one...)

    Minor tangent, but those are Ben Day dots. Kirby dots, an alternate name for Kirby Krackle, are another thing entirely.
