No. The reason why the artist uses this “to be continue(d)” here is because it is a meme from China(I know it comes from JOJO which is from Japan, but this meme is popular in China,so i think it's from China).Uploaders from bilibili love to add this meme in the end of their video.For example,When Steve(Minecraft) came back to his house, when he got,he found a creeper in his house.At this time ,uploaders can add “to be continued”to suggest that the creeper might blow up his house next. This is just a meme from JOJO and has little to do with JOJO.So,not to add the tag is better than add.

Also, looking at other examples on Danbooru of the meme being used with no other connection to JoJo, some (post #4517580, for example) do include the JoJo tag while others (like post #4422047) don't, so it seems like something that's not quite agreed upon sitewide yet.

It's kinda tricky if the references have become iconic enough to stand on its own as an 'independent' meme. In such cases it kinda winds up being determined case-by-case by the viewer whether the artist intends it to be a reference to the original work.
Personally, for to be continued in particular, I'd say that most depictions by a Western/Japanese artist probably counts, but the meme has 'mutated' further among mainland Chinese social media to the point that a lot of users/artists aren't even aware of the original source. Rxinns' example above about the Creeper blowing up Steve is definitely one where it doesn't count (as a reference to the original JoJo).
