She is a new character from KF3, you can see her in this screenshot. As far as I know her name isn't exactly known yet, it's not the Cerulean Queen, but she is a special cerulean, as more plot gets released we might get to know her name. I'm just going to tag cellien_(kemono_friends) for now.

@ygm_1@worldendDominator Her name is Rulercell, she was named before her apperance as the Cerval copy so your comment was wrong, also the description refers to "ruusee" as a coupling combination name. Any picture of this character needs to be tagged Rulercell. I only use Danbooru to correct people in comments like this so I don't know if I can make tags (new user permissions or something)
