Those are wasps, not bees, just like the tags say. Bees don't build paper nests like that. Wasps also don't produce honey.

Japanese Giant Hornets, to be exact. Vespa mandarinia (Japanese color morph). Largest hornet in the world (same goes for other Asian Giant Hornets, which are the same species but with a different color morph).
