Their artstyles are HIGHLY similar to each other, to the point I see one artwork thinking it's by bulga and then looking at the artist tag and seeing that it's instead diyap. Or maybe it's just a very popular sort of artstyle for cute things, I would still like to know.

diyap seems to use softer colors while bulga tends to use sharper colors from what i can tell

Late reply. No they are not the same person. Bulga's style was inspired by Diyap as did a good number of early Last Origin fanartists. You can see the evolution of his artstyle on his Pixiv.
