Why people downvote this comment? The author of this post has responsiblity to tag the post correctly as much as possible, this is how wiki page works.

Because the original uploader already tagged the whole thing pretty much to Level 3 with 43 tags. It was already more than enough a good job.
Complaining someone missed, what, multiple penises? Not every people remember that kind of tag unless they upload images with, well, multiple cocks on a frequent basis.
Complaining someone missed 2boys (and by extension multiple_boys)? In hindsight this should have been tagged with those (because of the nature of the work), but for most non-porn posts most people don't bother to count unidentifiable out of frame people. The 'mistake' was perfectly understandable.
And that's why people downvoted that comment. Original uploader made a good, detailed effort to exhaustively tag most taggable elements in this image, 'missed' just ONE tag (or two if you don't count the implication) that a lot of people would exclude anyway on other posts (if not because of the specific nature of this work), then gets whinged at because of missing that ONE tag. Not to mention said uploader is also a senior user with a long history of contributing to this site.
