The term was kinda like "young people slang", and not originally listed on dictionaries and such, but after an infamous suicide case in 2007 involving someone being katapan-bullied many times among other things (with "katapan" mentioned again and again in news articles), the term has entered the general public consciousness. It's also currently listed on JP Wikipedia and some semi-authorative web dictionaries like Weblio.
I will say, I did actually figure out that that the γγ½ was short for γγ³γ, I just apparently forgot to include it in my rambles. (Probably because I should be sleeping instead of trying to translate. I'm so tired.)
This did remind me though that I discovered that from Urban Dictionary of all places. I just apparently forgot about it the instant I stopped looking at it.
