If you're talking about the person in this drawing, no. She's a VTuber signed to Nijisanji. As far as I know beyond the fact that both are named "Reimu" there's no connection to Touhou. I was just commenting on said name's rarity outside of that series. To the point that as far as I know there are literally *no* other fictional characters named it. It's not a real Japanese given name either.
