A plot twist: She asked to be tied up. She KNOWS she's a danger to everyone around her until she can learn to control her massive power. That monk behind her is in reality trying to help her. The binding is a way to keep her own power in check so others won't be hurt by it. The villagers are scared of her because to them, she is like an unstable nuke that could go off at any moment.
