Given that Ranger has a modest bustline as a seeming reference to the island being an afterthought (Ranger's pads jokes incoming), I kind of doubt it. Most of the other busty carriers in the USN have an equally busty contemporary in the IJN (Saratoga -> Akagi, Hornet -> Shoukaku, and Intrepid -> Amagi) so the USN contemporary to Houshou would probably not be too stacked.
Honestly, it seems that the devs are making her analogous to Kaga. Especially with her blue color scheme to fit Sara's red color scheme (that no one noticed until now).
