    She's speaking Standard Japanese though. Hokkaido dialect would be more like "keneyo!" instead of "agemasen!".

    The original line from the anime (of which the meme spawns from) is also in hyojungo to boot... In fact neither of the resident Dosankos of Umamusume speaks in Hokkaido-ben in their regular conversations... The only uma that actually speaks in dialect on a regular basis that I can think of is Tama (Kansai) and Yukino (Iwate).
