From here and later chapters, DEVICE seems to the name of some sort of intelligence organization or technology. It should be treated as a proper noun. I think it should be in all caps like the organizations GROUP, ITEM etc in Toaru Majutsu no Index. This helps distinguish it as a proper noun.
