    Yes she is, and no it doesn’t. The loli tag is only for girls that appear preadolescent. If being under 18 were enough, nearly all of the Blue Archive characters, including the busty ones, would be tagged loli.

    The specified age only matters for real existing people with passports (or other documents), and for fictional characters the age will always be solely their appearance.
