A plasma-based creature with a whitish-blue aura of electricity that forms lightning bolt-shaped appendages. It has teeth, and its blue eyes have a dividing line across them.

It has the ability to change its form and type by possessing an electric fan, refrigerator, microwave, lawnmower, or washing machine. Additionally, it can possess a Pokédex, smartphone, computer, drone, bicycle, or headset; these forms aid the Trainer but are not usable in battle. A Rotom possessing a stereo, known as DJ Rotom, appears in Pokémon Pokopia.

Prior to Generation V, all of Rotom's forms were Electric/Ghost-type.
