As Admiral was explaining, the destroyers get breasts because they're young, and getting older lets them develop. Ryuujou is already near-adult, so it's not that she has yet to develop.

Ryuujou's lack of breasts come from a sort of pun on her "flat top" design of carrier... so she's permanently flat.

(Of course, Houshou was also redesigned to have a flat top...)
