It really isn't. The real reason Reimu gets no real donations (Yukari and friends don't really count even if they donate sometimes) is because her shrine is basically a Youkai shrine. No one wants to risk their life to go there. Also doesn't help that the her competition has actual gods in the flesh living there. Reimu was pretty much setup to fail.
