You're correct, Imperialdramon PM was the founder of the Royal Knights, but that didn't necessarily mean that he was a "true" leader. Been checking the wiki on Royal Knights, and that's all Imperialdramon PM was, the founder and nothing more while the 13 Royal Knights all served the host computer entity Yggdrasill and upheld the peace within the digital world. But even then, they don't all actually cooperate together as a majority of them uphold the peace by their own standards based on their dogma they each possess. I can't extend anymore past what I've read from the wiki.

Imperialdramon PM is the founder, but he was never part of the group. The true leader is Alphamon (with Omegamon as a "second-in-command" when Alphamon is absent... which is almost always)
Also, recent lore indicates that Gankoomon trained Jesmon (Hackmon) with the purpose of making him the leader while Alphamon is gone, so it's debatable which one is supposed to be the leader
