Oh, there's more than that here.
It's got the kai<>kai for remodel and shellfish.
On the right side, it's using the kanji for shellfish, first on the left uses remodel, and the last one has shellfish again.

Also, Admiral Kuu's speech could be read as (if you ignore the kanji) as Become Kai-2 (ni as the number 2) or Become (a) shellfish (with the particle ni)

Bottom right has 奇々怪々 is kikikaikai - mysterious/bizzare

Bottom left has 結局貝かい kekkyoku kai kai - In the end, it was shellfish.

So much kai. And not a pun that works super well in English.
