Considering that whether or not this should be in the slice of life pool has been debated here I want to add another point in favour of why it should be in the pool.
Not only is this very typical of Kongou and quite possibly a near daily occurrence, the composition of the image makes the action appear to be happening in the background. It invokes the feeling of "just another day at the naval base". The torpedo squadron is jogging around the base, Ooi is gushing over Kitakami, Houshou is cooking with the 6th DesDiv, Kongou just launched the Admiral through a window, Akagi and Kaga are doing target practice, ect.
Had the composition of the image instead been more focused on the action we're seeing, less background and close up on the characters, then I would absolutely agree that it's not appropriate for the slice of life pool.
