Most artists' Hieis think that relationships can only form between sisters, and the idea of men and women interacting romantically together is an alien concept to them. (Kongou-neesama's affection for admiral is surely just because she wants to prove how friendly and useful the Kongou-class is, which is just what you'd expect from such a wonderful Nee-sama.)
