Probably more on the "super klutz" side. Hibiki is often used as a foil for Akatsuki, so making them similar is unlikely.

Alternatively, she'll be a super-klutzy supersoldier -- that is to say, she keeps making "mistakes" and suffering "accidents", but end up getting lots of enemy kills and having absurd luck at finding important/valuable things (e.g. a huge batch of resources).
