Tactical purposes: Allied and enemy signal reception, decryption, and processing

Operational procedure: Operator of AHO-GE system must be cognitively "blank" for signal reception to execute properly due to the proximity of the implant's detection systems to the synaptic structure of the operator. Electromagnetic interference from certain patterns of synaptic firing creates unreliable reception results, necessitating the need to enter such a cognitive state.

The AHO-GE system receives remote transmission from any nearby waveforms, allowing for automatic processing and decryption within the base of the implant underneath the scalp of the operator. The location of the implant is such that generated heat from operation distracts the operator sufficiently to prevent cognitive interruption of this process.

After the operation completes, the contents of the signal is committed to the impant's computer-accessible memory and imprinted in the long-term memory and consciousness of the operator, enabling lossless recollection and communication of the signal contents with other units. In the case of highly sensitive information, allied signals can be appropriately configured for classified transmission such that the information will not be decrypted nor be imprinted to the operator's brain. This is useful for the prevention of enemy retrieval.

Prerequisites for use: A unique requirement for operators cleared for use of the AHO-GE system is that they must be currently scoring between 0% and 50% on specific active cognition measures [see Appendix C for details]. This requirement is classified such that operators are not informed; otherwise, unsuitably intelligent operators may attempt to fool measures to obtain the equipment.

Without the ability to consistently "blank out" the way a reliable dunce would, the equipment becomes inoperable if issued to above-threshold users, producing wasteful allocation of resources in deployments and surgical operations. Operators must also have a head of sufficiently long hair to allow for appropriate camouflaging of the device.
