    Perfectly plausible if it was played for laughs. Both OPM and gag episodes of dragonball operate on "the one who would be funniest to win, wins, regardless of how much sense it makes" rules.

    So, if the episode setup was all about characters in-universe hyping up Caped Baldy being able to beat Goku... Saitama loses. He only wins 99% of the time because usually him winning is the funniest outcome, not because he's objectively better - he'd lose in a heartbeat if a gag demands it.
