Yeah. It is definitely Mogudan's attempt to make an original character that looks as much as Rei as possible without it being Rei.

Yeah, the poor guy. It must have hit him really hard to not be able to work on his favorite waifu after all these years. Its the same as asking him to chop off his hands but even then it’s probably more preferable since he can still use his feet or his teeth. At least he found a backup to a certain green haired psychic loli granny these couple of years, which is still a surprise given how completely opposite she is of what is his usual preferences, tho I see he’s been taking actions to slowly mold her into his own taste.

Although, it is funny because he’s been making Rei clones for his entire career, with his Rei being pretty much a completely different character like a certain Minami-ke’s artist who also took a certain girl for a wild ride to hell, so at the same time it makes you wonder how much he really lost. They could stop him from drawing normal light blue hair Rei, but they didn’t say anything about twintail blonde Rei or Brunette Rei and etc. Hell, there’s still even a ton of other Rei clones from all other the place to choose from, although it probably won’t be the same.
