if the last 2 lines of the father's dialogue were cut off, this would not have been a horrible father/daughter moment. would be in poor taste but not horrible.
Something tells me this guy likes being an asshole to his daughter because he doesn't know how to be good to her. If he really hated her as much as he claims he'd neglect her or abuse her.

It might be a darker interpretation, but on the first image the father appears here on Danbooru, he is shouting "I'm sick of fostering this fucking crippled shit!" This implies the blind girl is not his real daughter, but ended up in his care for some reason.
In my interpretation, she was adopted as an excuse to get some sort of financial support from the government, the same reason he allowed the dog to stay. So she needs to be at least healthy and alive for him to keep receiving money.
But that is my view. I like your positive outlook.
