Or this was planned. She’s trying to get the dog to be surrounded by only her in hopes that it forget the blind girl and only remember and recognize her.
Problem is, dogs recognize people by scent not looks. In other word, this whole thing is stupid and only makes the dog hate her even more, even if she’s trying to Pavlov condition him (even then, Pavlov used sounds opposed to just a picture and slapping the dogs)
One thing the girl (the artist by proxy unless intentional) forgets, is that dogs have a very keen sense of smell and refer to that as an indicator for the person, rather than sight. You'll see it all the time, dog gets lost and goes missing, dog winds up in a pound and many years later, the owner finds them and comes to them, the dog cannot tell who they are and are wary and suspicious until they start smelling them and then the biological odour that they recognise kicks in and immediately they can identify.
