The eyes look about the same color as the hair to me actually, but you're right that neither seem to be clearly blue. However, going by it being Miku, I don't think it would be far-fetched to call it a rather dark blue. There are plenty examples on here where the hair/eye colors tags are influenced by the character being depicted rather than the actual shade.

If this was a case of aqua_hair or blue_hair, I'd have seen what you meant, but I feel this is still a stretch.
