Reminds me of a certain scene in Seto no Hanayome OVA, though there were no ghosts.

why is the teacher the only one who's not dead, besides the "reaper" i mean

So it is true...there are teachers that can bore you to death.

Given the state of the buildings, I suspect the whole damn school (if not city) got bombed, but the faculty's ghosts decided to continue educating the student spirit (as in bodiless "student body") so they can haunt/educate any survivors and hopefully prevent them from falling into barbarism..
