I was able to track this image down to the original artist and get to the original image, but couldn't access the actual page it was hosted on an account of Weibo's access policies for foreigners. If anyone with access can fix it for me, I'd appreciate it. It was better to post a bad link than the downscaled third party versions from other sources.

The Weibo mobile app doesn't have these limitations. I found the source and fixed it.

The source also has a few more Harry Potter illustrations.

Great question. At first I thought James Hurley because of the leather jacket. But given the lodge-themed skirt I think its just supposed to be Twin Peaks inspired clothing.
