Is any frilled instance of a thigh decoration bridal garter? Even when the center part is so thick that it looks like a thigh strap? The examples listed in wiki are all ones that look like actual elastic bands, but in practice I see a lot of posts under bridal garter that just look like frilled thigh straps.

The way you did it is correct, the same format is also used for characters created by commissioners who wouldn't get arttags either.
