In Idolmaster since they're shared identical costumes that many characters wear, we don't make character tags for every single character that officially wears them, so I don't think that should be any different here either.
I don't think it makes sense to apply the exception (costume gentags) to copyrights that have already moved to costume chartags. If these gentags only apply to Tales/crossovers those should be nuked instead.
