In Idolmaster since they're shared identical costumes that many characters wear, we don't make character tags for every single character that officially wears them, so I don't think that should be any different here either.
I don't think it makes sense to apply the exception (costume gentags) to copyrights that have already moved to costume chartags. If these gentags only apply to Tales/crossovers those should be nuked instead.

I'm not sure I understand what you're saying. Top! Clover (idolmaster) for example is a costume from idolmaster, and it's a general tag because up to ~50 characters can officially wear it in those games. So I don't know why eleanor hume (idol), natalia luzu kimlasca lanvaldear (idol), colette brunel (self paced type idol), and fujibayashi suzu (idol) need to exist. They are wearing the same identical costume to each other sans color (and then many other shared costumes don't even vary in color between characters). We don't create 52 character tags for each idolmaster character that wears the identical costume, because we have a general tag for the one costume (which also helps when artists draw characters who don't officially wear it). In fact I think some of these would qualify as cosplay since some of them are wearing the exact color variant that specific idolmaster characters wear, so the Tales Of characters aren't even wearing a unique variant that was made for them.

Yes, and we'd use character name (cosplay) if not for the fact that idolmaster costume tags are general. That's a problem caused by idolmaster, not by these tags.

This costume is called top! clover. It's an official alternate costume for 52 characters from idolmaster million live! theater days. It would be redundant to make 52 character tags for the same costume, so it makes no sense to make character tags for these Tales Of characters either. All you need to properly tag it for them is "base character tag + top! clover + official alternate costume + idolmaster copyright tag". Not all costumes need to be character tags, because it simply doesn't work for shared costumes. I don't think crossovers/collabs are an exception, especially if it's several characters getting the same costume.
