upside-down incorrect examples

in fact, uploaders HAVE to use this tag because we don't have any other tag, so those instances are STILL accumulating.

Which is why I think it's better to create an alternative tag, even if the naming is imperfect, earlier rather than later.

regardless of what the consensus is on what the tag should be for, there is a failure of process if someone can just add a clause that excludes most posts that are currently in the tag and we just decide to leave it there later. the change should be reverted and a proper process followed to split the tag

Looking back on older posts for upside-down, it does seem almost half the posts are "lying upside-down" (saying "upside-down view" is confusing because in half of the other cases the characters are actually upside-down, such as in a handstand). So like you said it's probably better to remove the clause for now. I still propose we create a new upside-down tag in the meantime for "lying upside-down".

Edit: In the interests of concluding this forum post I have created a provisional tag lying upside-down and removed the "Incorrect Examples" phrase from upside-down wiki page. As trapseter77 noted "lying upside-down" examples have existed since the start of the tag so as of now it's not a good idea to completely exclude such instances from upside-down. However, in the interests of separating "normal upside-down" from "lying upside-down" taggers can now use the new tag.

If anyone wants to change the name of the tag feel free. There are only 10 posts there as of writing so it should be a relatively easy change (as in re-tagging all related posts with a better-named tag).
