It's possible to exceed the maximum if you have recent manually deleted posts. Right now, the uploader has 9 pending uploads and 3 manually deleted uploads, the latter taking up 5 slots each, so the total number of slots used up is 9 + 3 x 5 = 9 + 15 = 24.
