    No they aren't. The pokedex entries for Weedle and Caterpie even mention how they're commonly prey for various bird pokemon, and how spearow's favorite foods are bugs and bug pokemon.

    Besides, why would they have such obviously carnivorous creatures as jet-powered land sharks if they didn't eat meat?
