Someone didn't check the datamine to find out that the Squirtle and Bulbasaur line are in the game, I guess.
Considering all the things Charizard got(being obtainable in the game itself, a Gigantamax, the status as the champion's ace, the title as the highest curry rank), I think it's still very, very justified for them to be livid.
Unless something new got dug up, I'm pretty sure there's only the sprite data, which could mean anything from leftover bits to event-only obtainable.
They're not available in-game yet, but they have complete movesets that are even updated (Blastoise now knows Shell Smash), meaning they will be available in the game down the line. In fact, some people hacked the game to use them already. This is different from completely cut Pokemon that have no 3D models and complete stats.
