I'm pretty sure turning a shirt into pants would basically require designing a new garment.
Until you notice that the part that normally covers the upper-body is being used to wrap around her tail. If anything, the fact that she managed to fit into the neck opening without tearing it due to her body width should be raising some eyebrows.
