After some tagging discussion, decided to add Sui-Feng, and the newly-created Sui-Feng_(cosplay) tags, to the pic. While I understand the intention of the author, just going off of the pic and not the comment, it would have more likely been tagged as Sui-Feng off of the butterfly motif + clothes.

EDIT: After some additional discussion/investigation, removed the Sui-Feng tags. Butterfly thing + visible sideboob got me too much.
