Restraint separates art from porn, or even combines the two.
I am sorry to say that I do not look for/at the "combined" type, but suffice it to say that if it is such a work, it would be almost universally classified as pornographic, but you could not jack off to it (because nothing is really "going on" (in much the same way it is hard to jack off to someone posing nude to be drawn)).
