there are two ducks flapping their wings beside him, so I think the three of them are trying to blow on the candle to increase the fire.

So as they compensate for their transgressions, the huge red star they had is gradually replaced by smaller versions. In case of Hook-bang it seems she has already reached a positive score even. Or, it may be that Star has simply figured out who was the real culprit and who just happened to be lured into the illegal activity.
