Are those tear stains or dirt streaking down from her eyes?

I interpreted it as dirt on her face as it seems there's some on her neck as well, but they could be intended to be tear tracks.

Given her eyes, the hearts, her smile, and the artist's other works, she is almost certainly yandere, and so either would fit, I think.
