Since this is a reference to Mike Inel's Missing Halloween animation from 7 years ago, should it get tagged somehow? Not sure what to do for things that lack pre-existing cosplay tags or for characters that lack names/tags of their own.

The reference is deliberate and probably makes the image a candidate for the Imaginary Friend Fuwawa pool.

If the tags are relevant but do not exist, add them anyway; but be sure to add the appropriate prefixes the copyright and character tags, so that they're not created as general tags. Example:

 copyright:obscure_film   character:john_protagonist   john_protagonist_(cosplay) 

or

 copy:obscure_film   char:john_protagonist   john_protagonist_(cosplay) 

will create the tags respectively as copyright, character, and general tags. Once a tag exists, you don't need to use the prefix when tagging.
