But it also states that video game content and things from Japan are allowed, even if they are Western-style. And Yugioh monsters are Japanese. That should be enough to be accepted

That is, the site says it allows Japanese content, Western content in Japanese style, or Japanese content made in the West. And this drawing falls into the latter category.

They simply did not accept it... there is a lot of content that, even if it complies with everything that the page establishes in writing, is not accepted. It is not surprising... approving something is very subjective, and there is nothing that can be done there.
