They're called purity seals. They're inscribed with prayers, litanies and such, and are a very common practice in the Imperium of Man.
Basically, they're a way to say "This person/object is pure from the corruption of Chaos, and has earned respect and honour". And nobody fits that description more than the God Emperor himself.

According to the lore (which fluctuates as much as the Warp itself), the Emperor is all that is holding Chaos at bay. If the Emperor were to die, even for a moment, all of humanity may be destroyed by the time he finishes ascending. If you can't tell, it isn't a terribly happy setting.
