I wonder, can this *really* be considered public indecency and exhibitionism? Because i personally doubt it to be honest.

I'm not very knowledgeable about touhou lore, but based on the artist's commentary and what info there is about these places in danbooru, this doesnt seem to be neither in public nor done on purpose for exhibitionist purposes. In my opinion, this can only be considered nudism and casual nudity
