The shoulder insignia is insigning him to the "White Consuls" or the "Black Consuls" in my opinion. It's a Legion of the second founding of the Ultramarines.

I thought space marines were against blending in with the environment. Something about camouflage being a sign of cowardice or something along those lines.

Scouts afaik tend to be an exception.

I mean captain Spess spent 7 days in the snow to get a shot.

It depends on the chapter really. The Raven Guard (and their child chapters as well) tend to err towards more a more subtle way of waging war. I know there's a few others that do it as well, instead of the more common "land a drop-pod in the heart of the enemy's vital positions and work from there".
