Why does Haruka not have a commissar hat?

I don't see any scopes here, but the fact that all of the receivers are on the other side of their bodies makes it decidedly difficult to tell.
(They're probably just normal Nuggets, though.)

The two brunets with their hair up have scopes, but they're probably the only two with them. Remember, snipers work in pairs. The REST of them probably have normal rifles.
