Maybe he just came back from battle/adventure and wanted to taste his favorite treat, made by the owners of that tavern since they love and know their costumers and their tastes.

He's tired but delighted to have his favorite dessert that remembers home, until some lewd and perverted elves showed up.

Maybe he's a guardsman who just has 30 minutes off duty for lunch or an adventurer who doesn't really carry non-combat clothes.

Flan isn't that hard to make even at cottage level, though I guess it's rather uncommon to hear about it until the 20th century.

Poor guy probably just got back from patrol and wanted some sugar in his system before he heads home.

This must be one of those world where some high school kid got isekai'd and he starts teaching how to make flan, among other recipe, to the populace.

I mean, didn't we have a game were "rainbow pudding" was a rare drop from an enemy?
We have lots of JRPGs where enemies drop food ready to be consumed.
